High Risk Sex Offenders - Wanted: R18-38094 & R18-38059

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is requesting the public's assistance in locating two wanted males; both considered a high risk to re-offend in a sexual manner.

Cecil Junior HOULE, a 42-year-old male, was released from federal custody on January 17, 2018, and ordered to reside in Winnipeg. He was serving a 12-year sentence for Manslaughter and Sexual Assault Cause Bodily Harm. The offences took place in central Manitoba. There are currently three outstanding warrants for his arrest for a variety of breaches.

Winston THOMAS, a 41-year-old male, was released from provincial custody on June 11, 2018, and ordered to reside in Winnipeg. He has a history of sexual and violent offences. There are two outstanding warrants for his arrest in regards to breaches occurring in June.

Anyone with information that may assist investigators is asked to call the Manitoba High Risk Sex Offender Unit at (204)984-1888, your local RCMP Detachment, or Crime Stoppers at (204)786-TIPS (8477).
