Update: High Risk Sex Offenders - Wanted: R18-38094 & R18-38059
On June 28, 2018, the Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) requested the public's assistance in locating two wanted males; both considered a high risk to re-offend in a sexual manner; Cecil Junior Houle and Winston Thomas.
   
On July 2, 2018, THOMAS attended to Winnipeg Police Headquarters and turned himself in on an outstanding warrant.
   
Winston George THOMAS, a 41-year-old male of Winnipeg, was arrested and charged with Fail to Comply with Probation X4. The outstanding warrant for his arrest was executed. He was detained at the Winnipeg Remand Centre.
   
On July 12, 2018 members of MIHRSOU attended to an address in the 100 block of Jarvis Street in an attempt to locate the HOULE at which time he jumped through a window and fled. Later the same the suspect returned to the same address. Members of MIHRSOU assisted by District Three General Patrol officers located and arrested HOULE who was in possession of a large hunting knife.
   
Cecil Junior HOULE,a 42-year-old male of Winnipeg, has been charged with Breach of Recognizance X2, Resist Peace Officers and Possess Weapon. Three separate warrants for his arrest were also executed. He has been detained at the Winnipeg Remand Centre.
