Prohibited Driver Arrest – C16-006695
On January 10, 2016 at approximately 10:50 p.m., Patrol members observed a suspicious vehicle and occupant while in the area of Brazier Street and Trent Avenue.

As a result, officers conducted a traffic stop on Henderson Highway near Neil Avenue involving a grey Chevrolet Cavalier. As the officer exited his cruiser and approached the rear of the suspect vehicle, the driver sped off at a high rate of speed northbound on Henderson Highway.

Members of the Flight Operations Unit (Air1) were requested at which time the suspect vehicle was now travelling northbound in the southbound lanes of Highway 59. The suspect was observed to be travelling in excess of 160 km/hr. having no regard for public safety.

Air1 pursued the vehicle while coordinating and directing officers on the ground. As a result, the suspect was safely taken into custody near Oasis Road and Highway 59.

Byron Wayne FROST, 29-years-old of Selkirk, Manitoba has been charged with the following due to his alleged involvement:

Flight while Pursued by Peace Officer
Fail to Comply with Probation Order
Driving while Disqualified

He was remanded into custody.


Drug Arrests – C16-006768
On January 11, 2016 at approximately 12:30 a.m., District 3 patrol members attempted to stop a suspicious red Ford F150 truck while in the area of Pritchard Avenue and Andrews Street.

The driver of the vehicle refused to stop and continued southbound on Salter Street, past Selkirk Avenue. This resulted in a pursuit being initiated. Officers subsequently observed items being thrown from the vehicle while attempting to safely stop it.

Members of the Flight Operations Unit (Air1) took over visual containment of the suspect vehicle while in the area of Logan Avenue and Quelch Street. The suspect vehicle was observed to be driven in an unsafe manner having no regard for public safety.

Air1 observed the occupants stop the vehicle and exit while in the area of the 1600 block of Alexander Avenue. Patrol members were directed by Air1, resulting in both suspects being taken into custody while in the rear yard of the 1600 block of Pacific Avenue West.

As a result, the following was located and seized by officers:

Cash
A quantity of Methamphetamine
Cutting Agent
Digital scale

Joseph Louis SAVINO, 29-years old of Winnipeg has been charged with the following due to his alleged involvement:

Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
Possession of Proceeds of Property Obtained by Crime
Flight while Pursued by Peace Officer
Breach of Recognizance
Fail to Comply with Probation Order
HTA – Drive without Licence or with Invalid Licence
HTA – Drive without Motor Vehicle Liability Insurance

He was remanded into custody.

A 39-year-old female of Winnipeg is facing the following charges:

Possession of a Scheduled Substance for the Purpose of Trafficking – Methamphetamine
Possession of Proceeds of Property Obtained by Crime

She was released on a promise to appear.
