Friday, May 6, 2016             Child Abuse Imagery Arrest – R16-0009171 During the month of January 2016, Cantonal Police of Zurich and Aargau, Switzerland were involved in an online investigation into the distribution of child pornography.     As a result of the undercover investigation, it was determined that an unknown person utilizing an IP address located in the City of Winnipeg, Manitoba was in possession of and making available to other users files containing child pornography.     Members of the Winnipeg Police Service Internet Child Exploitation Unit were notified and continued the investigation.     On March 22, 2016, investigators executed a search warrant at a residence located on Renfrew Street. During that time, several electronic devices were seized for further examination involving members of the Technological Crimes Unit.     The investigation revealed numerous videos and images of Child Pornography. These images were of children between the ages of 2-12 years.     On May 5, 2016 at 8:00 a.m., Andrew HARRISON, 36 years of Winnipeg was arrested and charged due to his alleged involvement:     Possession of Child Pornography Access any Child Pornography Imports, Distributes, Sells, or Possesses for the Purpose of Distribution or Sale any Child Pornography Bestiality   He was remanded into custody.         Grow Operation Arrest – R16-22384 On May, 5, 2016, members of the Marihuana Grow Operation Unit with the assistance of the Tactical Support Team and Patrol members executed two Controlled Drug and Substance Act search warrants at residences located in the 500 block of Balmoral Avenue and 500 block of Elgin Avenue.       A search of the Balmoral Avenue location revealed the following:     364 marihuana plants – estimated street value of $418,880.00   A search of the Elgin Avenue location exposed remnants of stored and packaged marihuana.     Total proceeds of crime seized - $1,045.00   A 61-year-old male was arrested and is facing the following charges: Produce a Scheduled Substance x 2, Possession of a Scheduled Substance for the Purpose of Trafficking and Possess Proceeds of Crime.     He was released on a promise to appear.         Fire – C16-89867 On May 6, 2016 at approximately 1:00 a.m., emergency personnel responded to a residence located in the 300 block of Hudson Street regarding a working garage fire.     The fire was extinguished by members of the Winnipeg Fire Paramedic Service. As a result damage to property (garage/duplex) is estimated at $500,000.00.     The cause of the fire is undetermined at this time. Thursday, May 5, 2016   Assault Weapon – C16-87958 On May 3, 2016, at approximately 4:15 p.m. Winnipeg Police responded to a report of shots heard in the area of Isabel Street and Elgin Avenue. Investigators have determined that two groups of males were arguing with each other from either side of Isabel Street. The two groups confronted each other which resulted in one male suffering a gun-shot wound. The 21-year-old male victim was conveyed to hospital where he remains in stable condition. Police are looking for two suspects described as: 1. Male, Aboriginal in appearance, early 20's, approximately 5'9" in height, skinny build, with black short hair. 2. Male, Aboriginal in appearance, early 20's, approximately 5'9" to 5'10" in height, medium build, with black short hair. This investigation is continuing by members of the Major Crime Unit. Wednesday, May 4, 2016   Missing Person UPDATE – Catherine CURTIS – C16-81635 On May 4, 2016 at approximately 3:15 p.m. emergency services personnel responded to a report of a body discovered in Sturgeon Creek in the area of Portage Avenue and Sturgeon Road. Investigators have tentatively confirmed the body is that of Catherine CURTIS, 60-years-old. Final confirmation will be determined by the Office of the Chief Medical Examiner. Wednesday, May 4, 2016     Homicide Investigation – Arrests – C16-82983 As previously released on April 27, 2016, emergency personnel responded to the area of Alexander Avenue and Dee Street regarding an injured male.     The male was transported to hospital in critical condition and later pronounced deceased. Tuesday, May 3, 2016   Commercial Robbery – Public Assistance Requested – C16-86157 On May 1, 2016, at approximately 6:30 a.m. Winnipeg Police responded to a report of a commercial robbery in the 2500 block of Portage Avenue.     Two suspects had entered the business armed with handguns. The suspects demanded, and received a significant quantity of narcotics. The suspects were able to flee the area prior to police arrival. There were no injuries sustained in the incident.     The suspects are described as:       1. Male, Caucasian in appearance, late 30's to early 40's in age, 5'9" in height, average to medium build, light brown-coloured eye brows with "crow's feet" around the eyes.       2. Tuesday, May 3, 2016 Arson Awareness Week - May 1st – 7th As we enter the mid-point of Arson Awareness Week the Winnipeg Police Service is reminding the public that with the warmer weather can bring an increase in arson related offences. In the first 3 days of May Winnipeg has experienced 11 incidents of arson. This compares to 10 arsons for the same period in 2015.   As a community we can all play a part in reducing the likelihood of arson by identifying risk factors in your neighbourhoodassociated with fire‐setting behavior and take the proper steps to reduce these risks.  These steps include: - Reporting discarded furniture or other large garbage items to 311. - Avoid placing bins, garbage or other combustible items against the exterior of your home, garage, shed or fence. These are a ready supply of fuel for an arsonist. - Placing your new garbage / recycling containers out in the morning on the day of pickup   (before 7:00 A.M. but not the night before). Secure them in a safe place on your property as soon as possible after collection. - Cleaning up overgrown shrubs and trees. They also can be a source of fuel for an arsonist. - Not leaving flammable liquids in the open. (Ensure proper storage of flammable material, i.e.:gas cans, propane tanks). - Ensuring that your house, garage and shed are well secured and that exterior lighting be maintained, i.e.motion sensor lights. - Removing abandoned vehicles. - Organizing or participating in the Citizens on Patrol Program or Neighborhood Watch Programs. - Speaking with your neighbors and encourage each other to contact police if anything suspicious is observed. For more information regarding fire facts and prevention, visit our website at: http://winnipeg.ca/police/TakeAction/arson_prev.stm Counterfeit Currency Advisory The Winnipeg Police Service has noticed a significant increase in the amount of counterfeit Canadian currency being passed in Winnipeg over the past month. Specifically, notes of the newer polymer series $20.00 and $100.00 denominations. The current influx of imitation notes appears to have a recognizable "arts & crafts" quality to them. For example, a note might have a holographic stripe but closer scrutiny will reveal that it is affixed to the note with clear tape.  The notes are also reported to have an "unauthentic" feel. Merchants and consumers are reminded to check their notes and that they are under no obligation to accept notes they believe are counterfeit. Some general security features to look for in Canadian currency are: - Raised (intaglio) printing that can be felt by the touch. - Very clear, fine line details in all the printing. - The polymer bills display a Metallic portrait and building within the clear window. - The Polymer bills display transparent text within the clear window. - There is no consistency to the serial numbers. If a suspected counterfeit note is tendered to you or your staff: - Inspect it closely and compare it to a known authentic bill if possible. - If safe to do so, retain the bill and ask the customer for another form of payment. Monday, May 2, 2016           It All Starts With YOU – Help Stop Gangs From Taking Hold Of Our Community!     The Winnipeg Police Service, in partnership with the Crime Prevention Branch of the Province of Manitoba and Winnipeg Crime Stoppers continue to work collaboratively to prevent, deter and reduce gang related offences in our communities.     The launch of a new anti-gang poster promoting community involvement will be highly visible at schools, community centres and various other locations throughout the city.     As a community, we must always be proactive when it comes to crime. We are therefore taking action to help keep both guns and gangs out of our communities.     This campaign will focus on the following goals:     To better educate the public about the dangers of guns and gangs. Encourage citizens to report any information about illegal guns and gangs.
